「XM25」の射程距離は16～700m。「XM25」に取り付けられている射撃管制システムで目標を選択すると、瞬時にレーザーを使って目標物までの距離を精密に測定。その後、砲弾を発射すると正確に目標物にまで達したタイミングで砲弾が空中で炸裂を起こし、砲弾の周囲360度に存在する人をまとめて殺傷することが可能。

　イラクでは最近になり米軍兵士に対する狙撃事件が頻発するようになっているが、敵の狙撃兵が塀の内側に隠れているような場合でも、この空中炸裂兵器を使えば、狙撃兵の頭上で砲弾を炸裂させることにより狙撃兵の殺傷することが可能という利点を持っていること。また、敵を直接狙撃可能な場合であっても目標の集団をまとめて殺傷することが可能なこと、さらにこの兵器の場合、目標に正確にヒットしなくても目標を殺傷することが可能になると「XM25」は従来型の小銃に比べて対人殺傷能力を大幅に向上することが可能な次世代兵器だと米軍では説明を行っている。
